Cultural Competency/Health Literacy 101

An important aspect of the New York State Delivery System Reform Incentive Payment (DSRIP) Program will be the ability to embrace cultural competency and improve health literacy across the Performing Provider System (PPS) network. Each PPS must demonstrate cultural competence by successfully engaging Medicaid members from all backgrounds and capabilities in the design and implementation of their health care delivery system transformation. The ability of the Central New York Care Collaborative (CNYCC) to develop solutions to overcome cultural and health literacy challenges is essential in order to successfully address healthcare issues and disparities within our region.

CNYCC’s goal is to empower its partner organizations and their employees with the necessary skills to deliver more culturally competent and health literate services. The CC/HL program aims to foster organizational cultures that value and seek to identify opportunities that will provide more culturally competent and health literate services.

CNYCC will be providing a series of training information related to cultural competency and health literacy for PPS partners. Below you will find current CC/HL training resources:

CNY Care Collaborative's Cultural Competency & Health Literacy 101 Course Overview

Course Description:

The purpose of the CC/HL 101 Course is to provide general awareness and identify ways CNYCC partner organizations (and their employees) can deliver more culturally competent and health literate services.

The CC/HL 101 course goal is for partner organizations to demonstrate an understanding of the important role cultural diversity and health literacy play in delivering services that are responsive to the cultures, language, and literacy needs of an increasingly diverse patient population.

Course Objectives:

At the end of CNYCC’s Cultural Competency & Health Literacy 101 Course training, participants will be able to: 

  • Define and describe cultural competency.
  • Define and describe health literacy.
  • Recognize the potential consequences of limited understanding of cultural diversity and impact of low literacy.
  • Identify appropriate resources to address cultural, linguistic, and health literacy gaps.

CNYCC Performance Activity 

The CC/HL 101 course is a required performance activity for CNYCC partner organizations:

(PA_133 -- Provide "Intro to Cultural Competency/Health Literacy (CCHL)" training to at least 75% of all staff by 6/30/18.)

CNYCC contracted partner organizations are eligible to receive payment for completion of this activity as outlined above.

CNYCC Training Video: “An Introduction to Cultural Competency and Health Literacy”

CNYCC partner organizations will have access to complete the CC/HL 101 course requirement by offering a training video presentation to their employees through CNYCC’s Learning Management System (provided by Health Workforce New York - HWNY). The training module includes a 20 minute video presentation: “An Introduction to Cultural Competency and Health Literacy” and a post-test questionnaire. Below you will find instructions on how partner organizations can access complete the process for induvial staff/employee training:

  1. Partner organizations will be asked to identify a Training Administrator that will manage the training process for their employees (
  2. The Training Administrator will be provided access to the HWNY Administrator portal and may distribute the training to individual staff members (via link to HWNY).
  3. Once staff members access the training module portal, they will be asked to register with HWNY and can select the CC/HL 101 course to begin the training.
  4. Staff members will then be required to view the entire video presentation and complete the post training test questions.
  5. Upon completion of the video and test questions, a course certificate will be generated for staff/employee confirmation of course completion.
  6. Administrators will have the ability to view and monitor employee status of course training through the HWNY Administrator portal.

Additional Completion Opportunities for CC/HL 101 Course Requirements


CNYCC contracted partner organizations may complete CC/HL 101 course requirements by submitting an Attestation of Equivalent Training(s) that meet the prescribed goals and objectives of CC/HL 101 course content. Partner organizations may utilize the Attestation Document (log-in required) for submission and the Roster Template (log-in required) for employees who participated in the training.
